To help prevent injury at swimming pools, it is important to understand that there is not a one size fits all strategy to accomplish that. There is also no single one thing that will prevent a person from being injured (sometimes fatally). This means swimming pool owners/operators need to implement multiple different strategies to prevent injury. This is called “Layers of Protection.” Some basic strategies include, supervision, physical barriers (like fences), learn to swim programs and alarms. The water watcher program addresses the supervision “layer” to improve how swimming facilities watch the water and provide assistance to swimmers that are struggling to swim.
